Gerald Twijukye is an expert in designing and implementing Public Financial Management (PFM) reforms, with a strong focus on promoting transparency and accountability in the use of public resources. He brings extensive experience in development research, training, and capacity building, with a track record of strengthening institutions across public and development sectors. 

Highlighted projects

  • Design and Implementation of the Uganda Intergovernmental Fiscal Transfer (UgIFT) Program. Advised on the development of the UgIFT Program, including drafting the Program Operations Manual and providing technical support to sector ministries in executing Disbursement-Linked Indicators. The initiative improved the equity, adequacy, and flexibility of intergovernmental transfers and strengthened accountability for service delivery through performance incentives. (Link)
  • Scaling Budget Transparency and Accountability Initiatives. Provided technical backstopping to Uganda’s Ministry of Finance, Planning and Economic Development to design and scale budget transparency reforms. This included expanding public access to budget data and implementing feedback mechanisms to enhance accountability for public spending at both central and local government levels. 
  • Third Voluntary National Review on SDG Progress. Collaborated with the Office of the Prime Minister and the SDG Secretariat to research, write, and present Uganda’s Third Voluntary National Review Report on the 2030 Agenda for Sustainable Development. The report, approved by the Government of Uganda, was presented at the 2024 UN High-Level Political Forum on Sustainable Development in New York.
