Awa Touray is a seasoned public policy and Public Finance Management specialist with over a decade of experience supporting governments across Africa to drive reform through adaptive and evidence-based approaches. She currently serves as an Associate at the Collaborative Africa Budget Reform Initiative (CABRI), where she provides strategic and technical support to African finance ministries on budget reform, expenditure management, and institutional resilience.
Her past work includes leading systems-strengthening efforts within Liberia’s education sector as part of a USAID-funded initiative, where she supported institutional capacity building and local problem-solving. She also played a key advisory role in Sierra Leone, where she collaborated with the Ministry of Finance to design a new reform strategy that reflected both national priorities and adaptive, context-aware implementation. Awa previously worked with the Gambian Ministry of Finance where she served as a Fiscal Officer.
Awa holds a Master’s in Public Policy from the Lee Kuan Yew School of Public Policy (LKYSPP) which is part of the National University of Singapore, and a Bachelor’s Degree in Political Science from the University of Ghana. She is fluent in English and Wolof, with working proficiency in French.
