This module introduced the key role of data, monitoring and evaluation, and the theory of change in improving public policies. The champions explored how to structure a rigorous monitoring and evaluation framework, tailored to public sector constraints, in order to inform decision-making throughout the entire reform life cycle. Through concrete examples, the module highlighted the conditions for success in establishing an evidence-based culture focused on results and impact.
