What it’s about
This Toolkit turns the 2016 OECD Council Recommendation on Water into a hands-on guide for governments. It gathers real-world policies, financing models and governance arrangements that help manage water quantity, quality, risks and services in an integrated way. Users will find:
- a self-assessment framework and “traffic-light” indicators to spot gaps and set priorities across seven areas, from long-term planning to pricing and investment.
- more than fifty country cases and checklists that show how to align water laws, organisations and budgets with the Recommendation and the SDG 6 targets.
By following the Toolkit, public servants can benchmark their current system, pick proven solutions and design reforms that build coherence across agriculture, cities, environment and finance.
