What is it about
This World Bank resource introduces the GovTech Maturity Index (GTMI), a global tool to help governments track how well they are using technology to deliver public services, strengthen core government systems, and engage citizens. It goes beyond just measuring the presence of digital systems. Instead, it looks at whether these systems are actually modern, inclusive, and effective in practice.
The GTMI allows governments to compare their progress across four key areas: digital citizen services, core government systems, public sector digital enablers, and citizen engagement. Reformers can use it to benchmark where they stand, identify areas for improvement, and guide digital investments that make public services more responsive and efficient. It’s a useful tool for teams trying to move from fragmented tech solutions to a more coherent, people-centered digital government.
